海南省财政厅正式批覆海航集团，将给予海航8亿元（人民币，下同）新增贷款以全额贴息政策。由此，若海航在2009─2011年间使用该政策贷足8亿元，最多可获琼政府约1亿元财政贴息扶持资金，几乎等同于零利率。

      海航集团办公室透露，政府此项贴息政策并未规定贷款银行和贷款用途，提供了很大使用空间，海航方面一定会用好用足。

      海南省此举目的是“支持海航提升应对金融危机的能力，确保重大企业发展”。该政策启动后，海航集团、大新华航空、海南航空、海口美兰国际机场、三亚凤凰国际机场等5家公司，均可在贷款合同提交之日起10日内，向海南省财政厅申请拨付半年度的贴息资金。

      面对金融危机影响，海航实施了一系列“应对市场环境变化，加大管理构架调整”举措，通过开源、节流、调整管理构架等提升运营效率，确保业绩增长，去年海航全集团实现收入超过280亿元，资产总值达到约900亿元。

      海航集团相关负责人表示，当前全球性金融危机还远未结束，海航将密切关注市场动态，认真研究相关对策。该负责人同时表示，“海航在金融危机面前的积极态度和应变能力，目前已得到国家有关部门和地方政府肯定”。
