“关于推进上海加快发展现代服务业和先进制造业、建设国际金融中心和国际航运中心的意见”通过后的第二天，总部注册地在上海的我国最大的航运企业之一——中国海运集团(以下简称:中海集团)总裁李绍德就兴奋地对早报记者表示，此次国务院正式通过“两个中心”的意见，是上海国际航运中心建设的一个重大机遇，也给中海集团提供了发展机会。

　　 “中海集团将加大对上海集装箱枢纽港建设的资源和资金投入，完善国际航线网络覆盖面，支持上海港发展集装箱水水中转和内贸箱业务。”李绍德表示，“同时，我们在船舶登记注册方面将更多地选择上海，并且借政府扶持先进制造业的政策东风，加快修造船等产业的发展。”

　  　李绍德还表示，中海集团将立足上海发展航运主业，推动上海国际航运中心建设，同时协调发展在沪、港两地的产业和业务，形成合理分工。

　  　据早报记者了解，中海集团大部分下属专业公司，特别是中海集运(601866,股吧)、中海发展(600026,股吧)这两大上市公司，都注册在上海；从2002年至2008年，中海集团的集装箱船队连续七年在上海集装箱港口吞吐量中排名第一。同时，中海集团的散货船队和油轮船队多年来一直承担了上海市75％以上的煤电油运任务。
